Special Committee of the Whole

THAT Committee reorder the agenda, so as to consider the Consider the Oak Haven Estates Subdivision File report first.

THAT the agenda for the June 4, 2018 regular meeting of Committee be adopted, as amended.

BE IT RESOLVED THAT Community Planning & Development Recommendation Report for a Request to Extend Draft Plan Approval for the Oak Haven Estates Subdivision (File No. 26T19-10001) be received; and THAT Council approve a two (2) year extension of draft plan approval for the Oak Haven Estates Subdivision with a lapsing date of June 28, 2020 including the additional 5 conditions of draft plan approval requested by the Region.

BE IT RESOLVED THAT Committee receives the Community Planning and Development report regarding Official Plan and Zoning By-law amendment as it pertains to File Nos. OP-AM-02-18 and AM-01-18 regarding 1120 Haist Street; AND THAT Committee direct the Official Plan and Zoning By-law Amendments, attached hereto as Appendix A and B, be provided for Council approval.

THAT Committee of the Whole receive the May, 2018 Community Planning and Development Report for information.

THAT Committee receives the 2018 Budget PSAB is report for information; and THAT Committee recommends that Council adopts this report which meets the requirements of Regulation 284/09 and outlines the preparation of the 2018 Operating and Capital budgets in PSAB compliant format.

THAT Committee of the Whole receive the May, 2018 Corporate Services Report for information.

THAT the motion be amended to include a direction to staff to formulate a resolution strongly encouraging Health Canada to use their powers to act on the Foss Road operation, which should include circulation to the City of Welland and to the local MPs for Welland and Pelham.

That the Public Works report ‘Municipal Access Agreement – NRBN’ be received; and That Committee recommend the approval of the draft by-law to allow the Town to enter into a Municipal Access Agreement with Niagara Regional Broadband Network.

THAT Committee of the Whole receive the May, 2018 Public Works Report for information.

THAT Committee of the Whole receive the May, 2018 Recreation, Culture & Wellness Report for information.

THAT Committee of the Whole recommends to Council that the Town of Pelham continue its participation in the Joint Niagara Compliance Audit Committee and that the updated Terms of Reference attached as Appendix 1 BE APPROVED. That authority BE DELEGATED to the Clerk to make any legislative or administrative changes to the terms of reference. That authority BE DELEGATED to the Clerk to appoint members to the Compliance Audit Committee.

THAT Committee of the Whole receive the May, 2018 Chief Administrative Officer's Report for information.

THAT this Regular Meeting of Committee of the Whole be adjourned until the next regular meeting scheduled for Monday, June 18, 2018, 2018 following Council.
