Special Committee of the Whole

Move Item 4.5.1 to be considered at the beginning of the agenda as people present have travelled a distance to provide information.

THAT Item 4.1.3 be the first report considered in the Planning category.

THAT the agenda for the May 7th, 2018 regular meeting of Committee of the Whole be adopted as amended.

THAT Committee of the Whole receive the Public Works report “Poth Street Culvert Failure – Update May 2018” , for information.

THAT Committee receives this Department of Community Planning & Development Report for information as it pertains to application File No. SP 06-17, 105 Highway 20 East; and THAT, Committee recommend that Council direct staff to prepare the by-law and authorize the Mayor and Clerk to enter into a site plan agreement between the Town and the Owner.

THAT Committee receives this Department of Community Planning & Development Report for information as it pertains to application File No. AM- 10-17 & SP-09-17, 163 Port Robinson Road; and THAT, Committee recommends that staff be directed to prepare the proposed Zoning By-law Amendment for Council approval; and THAT, Committee recommends that staff be directed to prepare the by-law authorizing the Mayor and Clerk to enter into a Site Plan Agreement between the Town of Pelham and 744530 Ontario Inc.

THAT Committee receives this Department of Community Planning & Development Report for information as it pertains to application File No. H- 01-2018, 495 Canboro Road; and THAT, Committee recommend Council approve the Heritage Permit to facilitate the dwelling addition in accordance with the plans submitted.

THAT the motion be amended to include a staff direction to address the unopened road allowance relating to a portion of Haist Street, north of Foss Road, in an information report to be presented to Council.

THAT Committee of the Whole receive the April 2018 Community Planning and Development Monthly Report; and THAT staff be directed to address the unopened road allowance relating to a portion of Haist Street, north of Foss Road, in an information report to be presented to Council.

THAT Committee of the Whole receive the 2017 Fourth Quarter Financial Reports, for information.

THAT Committee of the Whole receive the April, 2018 Corporate Services Monthly Report, for information.

THAT Committee of the Whole receive the April, 2018 Public Works Monthly Report, for information.

THAT Committee of the Whole receive the April, 2018 Fire & By-law Services Monthly Report, for information.

THAT Committee of the Whole receive the April, 2018 Recreation, Culture & Wellness Monthly Report, for information.

THAT Committee of the Whole receive the April, 2018 Clerk's Department Monthly Report, for information.

THAT the motion be amended by adding the following: THAT THE TOWN OF PELHAM make an attempt to recover the costs associated with responding to the Niagara Regional Audit Committee and Regional Council resolutions as outlined by the Chief Administrative Officer in his April 2018 Committee of the Whole report.

THAT the Rules of Procedure as contained in the Town of Pelham Procedural By-law, be suspended; AND THAT the specified meeting curfew time of 10:00 p.m. be and is hereby waived; AND THAT the remainder of the business listed on the agenda for this meeting continue to be considered until all matter have been concluded, or until a set time of 10:30 p.m., whichever occurs first.

THAT Committee of the Whole receive the April, 2018 Chief Administrative Officer Monthly report for information; and THAT the Town of Pelham make an attempt to recover the costs associated with responding to the Niagara Regional Audit Committee and Regional Council resolutions as outlined by the Chief Administrative Officer in his April 2018 Committee of the Whole Report.

THAT the motion be amended to invite a representative from the Region to attend a future Council meeting to provide an update on what plans are in place for Rice Road.

THAT the Committee of the Whole receive correspondence from Ron Tripp, dated April 18, 2018, regarding PMK Marking - 54 Rice Road; and THAT a representative from the Regional Municipality be invited to attend a future Council meeting to provide an update on what plans are in place for Rice Road.

THAT this Regular Meeting of Committee of the Whole be adjourned until the next regular meeting scheduled for Tuesday, May 22nd, 2018, following Council.
