Special Committee of the Whole

THAT the agenda for the November 14, 2016 special meeting of Committee of the Whole be adopted as circulated.

THAT the correspondence from the Niagara Central Airport Commission be received and considered as part of the 2017 Budget.

THAT the Budget Impact presentation be received for information.

THAT the service level target be amended to include: Approve Option C - contract out all sidewalk snow clearing to ensure that 24 hour service level is met, and THAT staff be directed to consider a suitable employment arrangement for the staff person hired, and report back to Council.

THAT staff be directed to prepare a detailed comparison between contracting out versus in house ownership with respect to snow removal operations.

BE IT RESOLVED THAT Council receive the Report, Budget Need – Fleet Deficiency, and the recommendations contained therein be approved, as follows: THAT Council approve Option D, to secure funds for the contractor to service the assigned winter operations route in 2016 and 2017, and THAT Council direct staff to investigate means to integrate condition of assets into the asset management plan, and THAT staff be directed to prepare a detailed comparison between contracting out versus in house ownership with respect to snow removal operations.

BE IT RESOLVED THAT this Special Meeting of Committee of the Whole be adjourned until the next regular meeting scheduled for November 21, 2016 at 6:30 pm.
