Special Committee of the Whole

THAT the agenda for the November 18, 2024, Special Meeting of Committee be adopted.

THAT Committee recommend the budget request from the Welland/Pelham Special Olympics for permanent bocce courts be added to the 2025 Capital Budget in the amount of approximately $44,000.

THAT Committee recommend the budget request from the Pelham Minor Baseball Association for lighting at the Centennial Park batting cages be added to the 2025 Capital Budget.

THAT Committee recommend the budget request from the Pelham Active Transportation Committee for the paving of the Steve Bauer Trail, from Port Robinson Road on Station Street to Hurricane Road in the amount of $20,000, along with $750.00 to cover the application fee for a 4-year Bicycle Friendly status, be included in the 2025 Capital Budget.

THAT Committee recommend project FD 04-25 "Jaws of Life (2)" be removed from the 2025 Capital Budget in the amount of $40,000; AND THAT project FD 04-25 be

THAT Committee recommend the inclusion of the installation of a solar powered LED pedestrian crossing at Wellington Heights in the 2025 Capital Budget, at an estimated cost of $20,000 to $25,000.

THAT Committee recommend project PRK 05-25 "Class EA for MSSP Entrance" be red circled in the 2025 Capital Budget, in the amount of $250,000; AND THAT project RD-01-25 “EA for Merritt – Pelham Street to Rice Road” be

THAT Committee recommend project WST 03-25 “Maple St – Memorial Sanitary Design” be removed from the 2025 Capital Budget in the amount of $250,000; AND THAT project WST 03-25 “Maple St – Memorial Sanitary Design” be

THAT Committee recommend project PRK 06-25 "Centennial Park – Paving for Pre-existing Gravel Parking Lot” be removed from the 2025 Capital Budget in the amount of $350,000.

THAT the Rules of Procedure as contained in the Town of Pelham Procedural By-Law, be suspended; AND THAT the specified meeting curfew time of 1:00 p.m. be and is hereby waived; AND THAT the remainder of the business listed on the agenda for this meeting continue to be considered until 1:30 p.m.

THAT Committee receive the 2025 Capital Budget Presentation from the Treasurer, Deputy Treasurer and Director of Public Works, for information; AND THAT Committee receive the ten-year capital forecast, for information; AND THAT Committee recommend to Council to approve the 2025 Capital Budget, as amended, at their meeting scheduled for December 4, 2024.
